The importance of the “continuity” concept for a city project is fundamental in order to achieve short, mid term and long term goals.From the year 1991 the Municipal Program for Public Roadways and Local Transport called PROVYT of the city of León has been supported by six different administrations, which allowed reach very positive results as well in infrastructure as in institutional organization.The program also achieved agreements for the operation and training of personnel in the mobility area. From 1991 to 1997 more than 300 executive projects of roadways were coordinated from this office.
