Urban planning study for the creation of new incentives and adjustments to the construction regulations to promote urban consolidation with mix use in the metropolitan area of León, Guanajuato, México. With the coordination of IMPLAN (Leon Municipal Planning Institute) and other local dependencies we had several meetings and workshops to select the most efficent proposals. We took Curitiba (Brasil) experience to create a public housing fund in exchange of more density and height. From Barcelona (Spain) we took the campaign to build strategic and high quality projects for the historical neighbourhoods and the City Centre. Less parking spaces, renewal of green areas and public buildings insted internal area donation, discounts in the permission payments and cutting times in the licence process were also proposed.
